Meet the Attorney
Destiny M. Hibbler-Wiley is a post-conviction attorney, policy strategist, and advocate whose career spans the full landscape of the criminal legal system — from federal courts and appellate practice to national legislative reform and executive clemency. She brings a rare combination of courtroom results, executive-level advocacy, and policy expertise to every client she represents.
A first-generation college graduate from Fort Worth, Texas, Attorney Hibbler-Wiley holds a Juris Doctorate from Florida A&M University College of Law and a Bachelor of Arts in Psychology and Political Science from East Texas A&M University. Her practice is grounded in deep federal criminal defense and clemency experience. She has provided federal criminal defense across multiple districts, both through direct representation and consulting with other defense attorneys. She has also led and supported executive clemency advocacy and clerked under judges within the U.S. District Court and Florida's circuit court system.
Her policy work is equally distinguished. At the ACLU's National Justice Division, she contributed to national campaigns targeting the death penalty, bail reform, prosecutorial transparency, and parole system transformation. She helped shape state-level legislation in Texas and Michigan, prepared clemency recommendations, and led research that launched a national campaign to combat racial bias in jury selection.
As a federal criminal defense attorney, Attorney Hibbler-Wiley has built a track record of groundbreaking post-conviction outcomes — securing relief for individuals serving life and extreme sentences under outdated drug laws, achieving sentence reductions and reversals at the appellate level, and advocating for the humane treatment of incarcerated individuals with serious medical conditions and compelling family circumstances. She also pursued executive clemency petitions on behalf of individuals seeking relief beyond the courtroom. Her work has resulted in individuals returning home to their families after decades of incarceration, sentences vacated before the U.S. Court of Appeals for the Eleventh Circuit, and supervised release terminated early for clients who had long since demonstrated their rehabilitation. She was named 2024 Attorney of the Year for the Northern District of Florida in recognition of those outcomes.
Attorney Hibbler-Wiley currently serves as Counsel for a national campaign advancing fair sentencing practices for youth, where she functions as a national expert on judicial, legislative, and regulatory trends in youth sentencing — developing strategic resources for litigators, judges, parole boards, and advocates across the country.
It was always her destiny to fight for the freedom of others. The Wiley Law Group is where that fight lives on.
